Senior Advisor: Anti-Trafficking, Modern Slavery and Voluntourism, Lumos
Chloe Setter is Lumos’ Senior Advisor: Anti-Trafficking, Modern Slavery and Voluntourism. In this role, she works with governments, global institutions and business to influence policy and practice that helps to protect children from the harms of institutionalisation, voluntourism and trafficking.
Prior to joining Lumos, Chloe spent nearly eight years at ECPAT UK (Every Child Protected Against Trafficking) where was the deputy CEO and headed up the organisation’s advocacy, policy, campaigns and research department. ECPAT is an international membership network tackling child exploitation, present in more than 90 countries.
In her career, Chloe has authored many reports, briefings and chapters on child exploitation and consulted widely on policy, legislation and campaigns pertaining to human trafficking, providing written and oral evidence to Parliamentary inquiries and the UN Committee on the Rights of the Child. She has also managed several national / international projects to tackle modern slavery, including two funded by the UK Home Office.
Chloe set up and chaired the UK’s first dedicated child trafficking task and finish group for the UK Home Office, and is the current Chair of the Independent Anti-Slavery Commissioner’s children’s advisory group.
Over the past eight years, Chloe has developed and delivered a wide range of child trafficking training for frontline professionals, including police, foster carers, social workers and lawyers. She also acts as an independent expert witness, providing expertise on trafficking identification and risk for individual cases of children who have been exploited.
Chloe is a fellow of the Vital Voices Global Freedom Exchange, which brings together women leaders from around the world who specialise in fighting human trafficking and gender-based violence.
